About the Author

Dr. Hilroy Thomas is expert on Canadian and American higher education systems, including their colleges and universities.  His knowledge in that area resulted in an earlier book: The Easy Way to American and Canadian Universities (2001) - a guide for international students who wish to study in accredited US and Canadian colleges and universities.   He has assisted thousands of international students to access American and Canadian colleges and universities and maintains an extensive network among admissions officials in those countries.

Professionally, he is a strategic planner and public policy advisor to many international governments and agencies.  His professional interests and expertise are in Distance and Online Learning, the Assessment of Experiential Learning and Public Policy.  In the 1990's, he helped design the Ontario's (Canada) Assessment of Experiential Learning programs for its 25 Colleges of Applied Arts and Technology.

Born in Dominica in the West Indies, he earned his Bachelors degree from the University of Massachusetts /Boston State College, and the Masters and Doctorate in Education from Harvard University. He is a former recipient of both the Harvard University Fellowship and the Ford Foundation Fellowships for Latin America and the Caribbean. 

He is Assistant Dean at the School of Leadership, Special Assistant to the Provost  & Assistant Professor at St. Thomas University, Miami, Florida, USA.
